Mikala L. Rahn, PhD, President
Mikala Rahn, PhD, has extensive experience in large-scale, statewide evaluations including several large-scale project partnership evaluations for the California Department of Education and the Chancellor’s Office including the statewide evaluation of the California Mathematics and Science Partnership and the statewide evaluation of the Tech Prep program. Her expertise in elementary through secondary school reform is in the areas of accountability, curriculum, intervention programs, assessment, special education, teacher retention and professional development including evaluations for the National Commission on Teaching and America’s Future, National Science Foundation, and multiple state agencies and school districts.

Dr. Rahn is experienced in qualitative and quantitative research methods as well as analyzing and presenting information for professional and lay audiences. In particular, she has extensive expertise in the area of alternative measures such as standards-driven assessment (e.g. rubrics, prompts, performance, portfolio). Her work with schools requires a high level of knowledge and experience with state and local policy issues, statewide accountability systems, academic content standards implementation, and approved curriculum and intervention programs. She is a certified SAIT lead, has worked with IIUSP and HPSG schools, and worked specifically on special education outcomes and performance in these schools. Dr. Rahn earned her Ph.D. in Education Administration-Policy Studies and Masters degrees in Education Administration and Political Science at the University of California at Berkeley. She earned her BA in human development communications from University of California, San Diego.

Patricia O’Driscoll, MPA, Vice President
Patricia O’Driscoll, MPA, has extensive experience providing educational and social service evaluation and project management support to a wide range of research, evaluation and technical assistance projects. Her evaluation expertise is in the areas of professional development, education reform and workforce development. She has extensive experience in qualitative and quantitative research methodologies, including designing surveys, analyzing participant outcomes, interviewing techniques, site visits and case study design, research and analysis. She has facilitated the production of numerous reports, guides, and training documents and is skilled in incorporating feedback from multiple and diverse stakeholders in final evaluation products and in making recommendations for program improvement. Ms. O’Driscoll earned her Masters in Public Administration from the University of Washington’s Graduate School of Public Affairs, and a BA from the University of California Santa Cruz in Politics and Community Studies.
